تدوین راهبردهای کلان سیاستگذاری بدمینتون نخبه در ایران

چکیده

مقدمه: هدف از این تحقیق، شناسایی و رتبه‌بندی عوامل مؤثر بر سیاستگذاری بدمینتون نخبۀ ایران بود.
روش پژوهش: جامعۀ آماری پژوهش در بخش کیفی خبرگان مدیریتی بدمینتون کشور و در بخش کمی اعضای خانوادۀ بدمینتون (اعضای فدراسیون، هیأت‌های استانی، رؤسای هیأت‌های شهرستان و مربیان) بودند که در هریک از جامعه‌های آماری تعداد نمونۀ مورد نیاز انتخاب شدند. در این تحقیق برای شناسایی عوامل مؤثر بر سیاستگذاری نخبگان بدمینتون از روش دلفی فازی استفاده شد.
یافته‌ها: بر این اساس عوامل زیر به نام‌های حمایت مالی از ورزش نخبه در بدمینتون، داشتن دیدگاه یکپارچه در بین سازمان‌های ذی‌ربط، مشارکت عمومی در بدمینتون، توسعۀ سیستم استعدادیابی در بدمینتون، حمایت همه‌جانبه از ورزشکاران فعال و بازنشسة بدمینتون، امکانات تمرینی مناسب برای ورزشکاران نخبه، رشد و توسعۀ مربیان بدمینتون، شرکت در رقابت‌های ملی و بین‌المللی بدمینتون و توسعۀ تحقیقات علمی در بدمینتون شناسایی شدند. به‌منظور اولویت‌بندی عوامل مؤثر بر سیاستگذاری نخبگان بدمینتون از روش‌های تصمیم‌گیری چندشاخصه (MADM) و تکنیک کپ‌لند استفاده شد. بر این اساس از بین مؤلفه‌های تحقیق حمایت مالی از ورزش نخبه در بدمینتون مهم‌ترین عامل تأثیرگذار است.
نتیجه‌گیری: سیستم بدمینتون نخبۀ ایران به‌شدت مداخله‌ای، متمرکز، بوروکراتیک و به‌شدت رسمی، ولی بی‌ثبات است. به‌نظر می‌رسد سیستم بدمینتون نخبۀ ایران در جهت معکوس در حال حرکت است و به سمت تمرکز بیشتر و تقویت مدیریت توسط دولت می‌رود.

Elite Badminton Policy in Iran

چکیده English

Introduction: The aim of this study was identifiy and prioritize factors affecting elite Badminton policy in Iran.
Methods: This study was mixed method. In qualitive section, population of study were elite people in management of Badminton and in quantitative section, the Badminton Family (Federation members, board of Badminton in provinces, cities and coaches) which in both section appropriate sample were collected. In this study to identify factors affecting elite Badminton policy in Iran Fuzzy Delphi was used.
Results: According this method, these factors were identified: Financial support, Integrated approach to policy development, participation in Badminton, development system of Talent identification, integrated athletic and post-Career Support, training facilities, coaching provision & development, (Inter)national competition and Scientific research. To prioritize these factors, MADM and Copeland method were used. According to these methods, most important factor was financial support.
Conclusion: The elite Badminton system in Iran is heavily interventionist, centralized, bureaucratic and highly formal but unstable. The elite badminton system in Iran seems to be moving in the opposite direction, moving toward more concentration and government-led management.
