ارزیابی عوامل تعیین‌کنندۀ صلاحیت‌های قانونی مدیران اجرایی ورزش از دیدگاه متخصصان دانشگاهی و مدیران ورزش

چکیده
 
هدف این پژوهش ارزیابی عوامل تعیین­کنندۀ صلاحیت­های قانونی مدیران ورزشی از دیدگاه متخصصان دانشگاهی و مدیران اجرایی ورزش بود. جامعۀ آماری پژوهش 331 نفر، شامل کلیۀ مدیران اجرایی ورزش شهرستان­های استان و شهر تهران، مناطق شهرداری تهران، دانشگاه‌های شهر تهران، مناطق آموزش و پرورش شهر تهران و استادان مدیریت ورزش دانشگاه­های شهر تهران بود. نمونۀ آماری با توجه به جدول کرجسی و مورگان 180 نفر به‌صورت تصادفی طبقه­ای انتخاب شدند. ابزار گردآوری داده­ها، پرسشنامۀ 37 گویه­ای صلاحیت­های ضروری مدیران ورزشی ته (1997) بود. نتایج نشان داد شش عامل تعیین­کنندۀ صلاحیت­های قانونی ضروری مدیران اجرایی ورزش به‌ترتیب مدیریت امکانات و تجهیزات ورزشی، طرح­ها و برنامه­های مواجهه با مواقع اضطراری، تبعیت از قانون، سیاست­ها و رویه­های سازمانی، مدیریت خطر و روابط عمومی بودند. در ضمن بین دیدگاه دو گروه زنان و مردان در زمینۀ اولویت صلاحیت­های قانونی ضروری مدیران اجرایی از نظر آماری تفاوت معناداری مشاهده نشد (05/0P≤). به‌نظر می­رسد آموزش مستمر مدیران اجرایی ورزش بتواند از بروز خطرها و ایجاد دادخواهی­های حقوقی جلوگیری کند و آگاهی­بخشی در زمینۀ مسائل قانونی و حقوقی مدیریت ورزش به مسئولان ادارات منابع انسانی ورزش از خسارات ناشی از به‌کارگماری افراد ناشایست در مناصب مدیریتی ورزش پیشگیری به‌عمل آورد.

An Assessment of the Determinants of Legal Competences of Sport Directors from the Viewpoints of Academic Experts and Sports Managers

The aim of this study was to assess the determinants of legal competences of sports managers from the viewpoints of academic experts and sports executives. The population consisted of 331 subjects including all sports executives of cities of Tehran province, Tehran city, Tehran municipality regions, universities in Tehran city, regions of education in Tehran and sport management professors of the universities in Tehran. According to Morgan & Krejcie table, 180 subjects were selected by stratified random sampling method as the sample of the study. Data were collected by 37-item Questionnaire of the Competencies of Sports Event Managers by TOH (1997). Findings showed that the six determinants of the legal competencies of sport executives were facility/equipment management, emergency plans, legal compliance, organizational policies and procedures, risk management, public relations respectively. Also, no statistically significant differences were observed between men and women viewpoints in the priorities of necessary legal competencies of executives (P≤0.05). It seems that continuous education of sport executives could prevent the risks and legal pleas and of awareness of authorities of human resources departments of legal issues related to sports management could prevent damages resulting from improper placement of individuals in sport management positions.
