در این مطالعه سعی شده تا با بررسی زمینهای موضوع، خطمشی ورزش ملی تبیین شود. با توجه به اهمیت آموزش در مسیر توسعه، رویکرد اصلی این پژوهش ورزش آموزشی است. بهدلیل مبهم و وابسته بودن عوامل مرتبط با زمینه، در این پژوهش به روش استقرایی به جمعآوری دادهها اقدام شد. از اینرو این پژوهش با رویکرد کیفی و با شیوة نظریة دادهبنیاد انجام گرفت. بهمنظور جمعآوری اطلاعات از مصاحبههای عمیق و نیمهساختاریافته استفاده شد. جامعة آماری شامل صاحبنظران دانشگاهی و مدیران ارشد ورزش کشور بود. نمونهگیری بهصورت هدفمند آغاز شد و براساس شیوة نمونهگیری نظری تا اشباع دادهها ادامه یافت. نتایج این پژوهش وابستگی توسعة ورزش به ورزش آموزشی و توسعة اجتماعی به توسعة ورزش را بهخوبی تبیین میکند و نشان میدهد که تدوین طرح جامع توسعة ورزش، علاوهبر نقشی که در توسعة ورزش دارد، میتواند به استفادة بهینه از منابع، ایجاد توجهات حرکتی، اصلاح نگرشها و رفع سوء تفاهمات ادراکی بینجامد. در پایان نظریة توسعة ورزش کشور با توجه به الگوی استخراجشده، ارائه میشود.
