Abstract

This research was conducted with the aim of identifying the obstacles resulting from the statutes of Iranian sports federations on the path to achieving good governance and is of the exploratory (sequential) type. In the qualitative phase, the first stage of the directional content analysis of the statutes of Iranian sports federations (approved in 1400) as an upstream document was examined using the directional content analysis method based on the principles of good governance (participation, transparency, accountability, efficiency, and rule of law). The second stage of semi-structured interviews was conducted with 13 experts in the fields of public law, sports management, and governance (who were selected using a purposeful and snowball method). In the quantitative phase, a 15-question researcher-made questionnaire was used and a Cronbach's alpha was calculated at 0.92. The statistical population was 86 former and current heads of sports federations, all of whom were selected for the research sample based on the total number sampling method. Exploratory and confirmatory factor analysis were used to analyze the data using two software SPSS.V. 22 and AMOS.
The findings showed that the statutes of Iranian sports federations have significant weaknesses in some key principles of good governance such as transparency, accountability, stakeholder participation and efficiency. The most important obstacles include lack of transparency in decision-making and financial processes, weakness in monitoring and accountability of managers, insufficient participation of sports stakeholders in the development of regulations, inefficient management structures and legal complexities.
To improve governance, fundamental reforms in the statutes are necessary.
