Abstract

Introduction: This study aims to design a comprehensive management model tailored to the Iraqi national para fencing team to foster sustained international success.

Methods: This applied research employed a qualitative methodology based on the grounded theory approach by Strauss and Corbin. Using a descriptive-survey design, data were collected through semi-structured interviews with 14 purposively selected participants, including officials from the Iraqi Fencing Federation, professional coaches, and national Para fencers. The reliability of the coding process, measured by test-retest agreement percentage, reached 87%.

Results: The research findings included: Causal Conditions (lack of technological infrastructure and hardware facilities, inefficiency of the governance and strategic management system, lack of specialized human resources, and lack of sustainable financing); Contextual Factors: internal security conditions, government macro policies, economic conditions and financial support status, lack of institutional support, challenges to development and improvement of athletes' performance); Intervening Conditions (weakness in governance and institutional support, promising capacities and areas for transformation); Strategies (attracting specialized human resources, providing and developing resources, support and advocacy, training and empowerment, improving infrastructure and technology, technical development, strategic planning and management, financial development); Consequences (improving health and mental health, technical and managerial promotion).

Conclusion: The findings underscore that success in Paralympic sports extends beyond individual athletic talent. It critically depends on a coherent and efficient management system capable of transforming existing challenges into opportunities through meticulous planning and strategic action. The proposed model provides a framework for achieving sustainable success for the Iraqi National Para Fencing Team.
