The method of this research was descriptive-explanatory in terms of data collection and applied in terms of purpose and field in terms of conducting. Statistical society of this research consisted of the managers and the employees of general office of sports and youths in Isfahan. The number of the managers and employees were 56 and 444 respectively.They were selected from the offices of Isfahan proportionally (205). Measurement tools of the research were two standard questionnaires including Sternberg- Wagner`s thinking way (1991) and Speritz`s psychological empowerment (1995).These questionnaire had content and context validities Reliabilities for thinking way questionnaire and psychological empowerment questionnaire were 0.87 and 0.89 respectively based on cronbach alpha. Data analysis was conducted by descriptive and inferential statistics including structured equations test. Information analysis was conducted using software SPSS and AMOS.
