However, it should be noted that there<br />are not only one or two factors influencing sports privatization. The main<br />issue is that sports privatization especially for football clubs cannot be<br />effective without the existence of a set of factors. Accordingly, the present<br />study concentrated on the most important challenges facing football clubs<br />privatization in Iran. This descriptive-application study has employed a<br />survey method. The statistical population included football managers,<br />university professors in the field of physical education, and sports experts.<br />Excel software and numerical means were used to identify challenges.<br />Besides, Expert Choice and ranking techniques such as AHP, TOPSIS, and<br />SAW were used to perform the primary ranking of factors. Prioritizing<br />methods such as prioritizing means, BORDA and COPELAND were<br />employed to merge and rank factors and indexes considered as challenges.<br />The findings suggested that the most important challenges were legalpolitical,<br />sociocultural, economic, and technological challenges respectively.<br />Unplanned privatization with no specific stages was considered as the main<br />legal-political challenge, sports underestimation in sociocultural<br />development programs as the main sociocultural challenge, lack of broadcast<br />right as the main source of income as the core economic challenge, and<br />finally inadequacy of loans granted to the private sector by the government was<br />regarded as the major technological challenge.     بررسی مطالعات انجام‌گرفته در زمینۀ خصوصی‌سازی ورزش نشان می‌دهد که تقریباً همۀ کشورهای جهان اهمیت و ارزش زیادی برای نقش و جایگاه خصوصی‌سازی ورزش قائل‌اند. باید توجه داشت در زمینۀ خصوصی‌سازی ورزش، تنها یک یا دو عامل تأثیرگذار نیستند. مسئلۀ اصلی این است که خصوصی‌سازی ورزش و به‌ویژه باشگاه‌های فوتبال، بدون فراهم کردن مجموعه‌ای از عوامل، سودمند و اثربخش نخواهد بود. از‌این‌رو، تحقیق حاضر با استفاده از مدل PEST، بر روی مهم‌ترین چالش‌های تأثیرگذار بر خصوصی‌سازی باشگاه‌های فوتبال کشور، تمرکز دارد. <br />    این پژوهش کاربردی و توصیفی از نوع پیمایشی است. جامعۀ آماری تحقیق شامل مدیران ورزش فوتبال، استادان دانشگاهی رشتۀ تربیت‌ بدنی و کارشناسان ورزشی است. به‌منظور شناسایی چالش‌ها از نرم‌ا‌فزارExcel  و میانگین هندسی؛ و از نرم‌افزارExpert Choice  و ‌تکنیک‌های‌ رتبه‌‌بندیAHP، TOPSIS و SAW به‌منظور رتبه‌بندی اولیه و از روش‌های اولویت‌بندی شامل میانگین رتبه‌ها، BORDA و COPELAND برای ادغام و رتبه‌بندی نهایی عوامل و معیارهایی که به‌عنوان چالش‌ شناسایی شده بودند، استفاده شد. براساس یافته‌های تحقیق، مهم‌ترین چالش‌ها به‌ترتیب اولویت‌بندی؛ چالش‌های سیاسی ـ حقوقی، اجتماعی ـ فرهنگی، اقتصادی و چالش‌های تکنولوژیکی هستند. خصوصی‌سازی بدون برنامه و مرحله‌‌ای نبودن آن، مهم‌ترین معیار چالش‌ سیاسی- حقوقی؛ اهمیت کم ورزش در مجموعه برنامه‌های توسعۀ اقتصادی ـ اجتماعی، مهم‌ترین معیار چالش اجتماعی ـ فرهنگی؛ عدم‌ تحقق حق پخش تلویزیونی به‌عنوان یک منبع درآمد، مهم‌ترین معیار چالش اقتصادی و ناکافی بودن تسهیلات اعطایی ویژه از سوی دولت به بخش خصوصی، مهم‌ترین معیار چالش تکنولوژیکی شناخته شد. https://jsm.ut.ac.ir/article_53110_40612653819a8748e485efec2e9df040.pdf
